Juan C. Zarate is chairman and co-founder of the Financial Integrity Network (FIN) and chairman and senior counselor for the Center on Sanctions and Illicit Finance (CSIF). Zarate served as a senior advisor at the Center for Strategic and International Studies, as the deputy assistant to the president, and as deputy national security advisor for combating terrorism (2005–09). He was the first assistant secretary of the treasury for terrorist financing and financial crimes, where he led domestic and international efforts to attack terrorist financing, the innovative use of the Treasury Department’s national security-related powers, and the global hunt for Saddam Hussein’s assets. Zarate is a former federal prosecutor who served on terrorism prosecution teams prior to 9/11, including the investigation of the USS Cole attack. His 2013 book Treasury’s War “makes a persuasive case that a series of financial weapons developed after 9/11, and used mostly by the Treasury Department, have given the United States opportunities to weaken terrorists and rogue states as never before” (NYT “Off the Shelf”) and is our winter semester 2016 Book of the Semester selection.
