The key objective of this project was to identify and then refine cutting-edge socio-cultural analytic models currently employed within the intelligence community, tailored to anticipate aspiring WMD actors and identify points of leverage within their national decision-making communities. Kerry M. Kartchner is senior advisor for strategic communications in the Department of International Security and Nonproliferation at the U.S. Department of State. Kartchner also is a distinguished faculty member in Missouri State University’s Graduate Department of Defense and Strategic Studies, where he teaches courses on arms control, strategy, defense planning, and strategic culture. He is co-editor of On Limited Nuclear War in the 21st Century (with Jeffrey Larsen).
