Paul Picard is deputy director of the OSCE Conflict Prevention Centre, supporting Field Operations’ mandate implementation by providing guidance related to the conflict cycle (early warning/early action, crisis management, conflict resolution, and post-conflict rehabilitation). Picard is from Bordeaux, France. He received a BA in international relations with an emphasis on Middle Eastern politics, and he is fluent in English and Russian and has an intermediate knowledge of Serbian, Persian, and Arabic.
